Traditional air quality analysis shows average levels of pollution over varying periods of time. They 'soften' the data where nighttime lows cancel out rush hour highs, for example. It doesn't help if you're worried about going for a run now or cycling to work instead of catching the bus. For any 'real time' decision, it's too late. The pollution levels may have risen since the last recording, or the problem you're seeing may have passed.
